Early in that year, however, it was decided by the Chief Justice in a trial before "the Supreme Court" that when Contracts were made in Dollar payment must be made in such Coins, and not in those specified in the Queen's Proclamation 1844". This decision was in effect tantamount to repeal the Proclamation. From time to time the local Government made verbal alterations to secure the necessary payments of all rents, taxes, licenses, and other dues in Dollars; and the result now is that (with the exception of a few fines and fees and such like receipts, altogether unimportant in amount, but specified in the old ordinance under which they were levied in terms of Sterling money) the whole Public revenue is received in Dollars.
Treasury payments are in like manner made in Dollars at the same rate. Then I find that out of a revenue of £94,000 received during the year 1860, only £1,200 was received in Sterling, and of this amount £250 was received in payment for fractional parts of a Dollar to which there was no other legal tender under the present system.
